The Commission has proposed a climate and energy policy framework for the period 2020-2030 which should be based on the full implementation of the 2020 goals and in addition to the following:

Reduction of the greenhouse gas emissions by 40% below the 1990 levels by 2030, which can only be achieved through domestic measures.

Increase of the share of energy from renewable sources consumed within the EU by at least 27% at EU level, to give Member States (greater) flexibility in achieving their goals in the most cost-effective way.

Creating a reserve for market stability, but also for achieving the goals for the annual emission ceiling after 2020.

Further improving energy efficiency which is considered necessary to achieve competitiveness, security of energy supply and sustainability. In this context, it is necessary for the Member States to draw up national action plans which will be reviewed and evaluated by the Commission.
