About the electoral system

South Africa's parliamentary system uniquely combines the roles of head of government and head of state in the president. In June 2020, the Constitutional Court ruled that the electoral law must allow independents to contest elections. The 400 members of the National Assembly are elected by proportional representation with a closed-list system, using national and provincial party lists. In February 2021, a committee led by Valli Moosa proposed a new hybrid electoral system, with half the seats elected from constituencies and half from party lists.
