Electoral System Description:
The 60 members of the Chamber of Deputies are elected through proportional representation in four multi-member constituencies: nine in the North, seven in the East, 23 in the South, and 21 in the Centre. Voters can either vote for a party list or choose individual candidates, up to the number of seats available. Seat allocation is calculated according to the Hagenbach-Bischoff quota.
Only Luxembourg citizens are allowed to vote in general elections. A proposal to extend voting rights to foreigners who have lived in Luxembourg for at least ten years and previously voted in European or local elections was rejected in a 2015 referendum. Voting is mandatory for eligible Luxembourg citizens residing in Luxembourg who are under the age of 75. Citizens living abroad can vote by mail in the municipality of their last residence in Luxembourg. Those born in Luxembourg but who have never lived there may vote by mail in the municipality of their birthplace. Citizens who were neither born nor have ever lived in Luxembourg may vote by mail in the municipality of Luxembourg City.
