Electoral System Description:
The House of Councillors is the upper chamber of Japan's bicameral legislature. It consists of 248 members, elected by democratic, direct vote through universal and secret suffrage for six-year terms. Half of the members are renewed every three years.
The electoral system is mixed: 75 members are elected by simple majority vote in single- and multi-member districts, while 50 are elected by proportional representation from a national constituency. Each voter casts two ballots: one for the local constituency and one for the national proportional list. All Japanese citizens aged 18 and above are eligible to vote.
