Electoral System:
Azerbaijan uses a first-past-the-post (FPTP) electoral system: All 125 seats in the National Assembly are elected in single-member constituencies. There is no proportional representation or minimum electoral threshold. Candidates may run either as party-affiliated or independents. Elections are held every five years on the first Sunday of November, unless early elections are called.

Despite the formal democratic procedures, international observers (OSCE, EPDE) noted that the legal framework does not meet international standards, and the campaign period was marked by repression, restrictions on freedom of expression, and a lack of political pluralism.
